Appeals and Waivers Committee

Minutes from the October 2005 meeting were approved.

The Consent, Conditions and Denial calendars were all approved.

Undergraduate Subject Matter Program Review

Commission staff presented the training material that is used for the Subject Matter Program Review Orientation. Training outcomes, the charge to reviewers, context for review, the decision-making process, subject matter requirements, understanding a standard, what constitutes good evidence, calibration criteria and guidelines were reviewed. This was an information session only and no action was necessary.

Report from the Deputy Secretary of Education

As their terms have ended, three commissioners were recognized for their years of service. A representative from the Department of Education Office presented each with a plaque of appreciation:

  • Steve Lilly
  • Mayte Bustillos
  • Elaine C. Johnson
  • Paul Clopton (Has resigned from his position as commissioner and was also awarded a plaque of appreciation by Leslie Schwartze)

The Deputy Secretary of Education requested that the commissioners postpone making any procedural change decisions in the undergraduate subject matter program review process until the Secretary or his designee could engage in a conversation with them in January.

Legislative Committee

Commissioner Stordahl presented a possible legislative proposal that would authorize retired teachers to be appointed to serve on the Committee on Credentials. After some discussion the commission postponed making a decision requesting that further work be done on addressing the issues of difficulty in recruiting committee participation.

Fiscal Policy and Planning Committee

Commission staff member, Mary Armstrong, presented two proposals regarding discipline issues and one report regarding credentialing issues for commission approval in order to submit the proposals and report to the Department of Finance as required by the 2005 Budget Act.

The first proposal would allow the commission to use internal legal counsel rather than Attorney General representation at administrative hearings.

The second proposal established fees for disciplinary reviews and associated disciplinary actions.

The report summarized the commission’s effort to streamline and automate its review of teacher credentials submitted by institutions of higher education as well as child development permits submitted by community colleges.

The commissioners voted to approve submission of the first proposal and the report as they were presented but requested that a notation be made to the second proposal indicating that the commission has serious doubts about the feasibility of implementation of the actions presented in the proposal.

Filipino Language Subject Matter Exam - The Commission approved the expenditure plan for development of a new subject matter examination in the Filipino language with the addition that “Field Review” be included in the list of processes.

Public Hearings

Individualized Intern Certificate - Additions to the California Education Code of Regulations, Title 5 Section 80033.2, were approved allowing for special temporary certificates be issued to Individualized Intern Certificate hold

Internship Credentials - Discussion of the change in regulations pertaining internship credentials was postponed until the April meeting. Additional information is needed.

Discipline of Professional Certificated Personnel – This agenda item was postponed to the January/February meeting at the request of the legislature.

Professional Services Committee

Update on the Field Review for Accreditation: A stakeholder’s feedback survey has been created in order to gather feedback for the accreditation recommendations now being considered. The survey will be posted on the CCTC website.

Initial passing standards for the CSET: Agriculture, Business, Health Science, Home Economics and Industrial and Technology Education were approved.

The annual report on the California School Paraprofessional Teacher Training Program was approved for submission to the legislature.

Two Subject Matter Preparation Programs were approved:

  • University of San Diego – Mathematics
  • California State University, Chico – Physics

Validity Study for RICA – Upon implementation by the commission staff of suggested changes to the application form, staff will submit revision to the subcommittee (Guiermo Gomez and Aida Molina) for approval. Applications for participation on the RICA Validity Design Team will be sent out with a submission deadline of January 30, 2006. At that time the Executive Director will work with staff to create a final list of applicants for the April meeting.
